To get this weapon, you must go to the Volcano Manor. Talk to NPC Tanith. He was sitting in the main room next to a somewhat tall and scary-looking knight.
He will assign you a quest to go and kill the other Tarnished in Lands Between. You don’t have to take this kill target to get a weapon.
