The bug is related to Yelan and Raiden Shogun. As explained in the mail, there is a slight bug that makes the Desidera Raiden Shogun Chakra completely inactive when Yelan activates a burst.
Yelan can indeed compete with Raiden Shogun because even though it doesn’t include normal attack damage, when you use Raiden Shogun’s attack on his sword or burst mode, it will certainly trigger a burst from Yelan to inflict additional damage.
In addition to damage, of course there will be a reaction between Electro and Hydro. Maybe some players who tried Raiden Shogun and Yelan in one party felt something was weird and asked HoYoverse to fix it. And as a result we also get a compensation reward from the existing bug.
